Since the implementation of the “Broadband China” strategy, the network communication facilities in rural areas and some remote areas have been greatly improved, and the level of communication services has been continuously improved, which has effectively promoted rural e-commerce and economic development.
“Poverty alleviation and hard work” is the focus of work during the “13th Five-Year Plan” period in Guangxi Zhuang Autonomous Region. The importance of the information and communications industry as a key force for economic development has become increasingly prominent.
According to Tan Guodong, deputy director of the Communications Administration of Guangxi Zhuang Autonomous Region (hereinafter referred to as the Guangxi Communications Authority), raising the level of information and communication services in rural areas, especially in poor areas, is an important way to eradicate poverty and achieve common prosperity. The Guangxi Communications Authority has taken the support of broadband construction in rural areas as an important measure to make up for the “shortcomings” of rural public goods and services, promote effective investment, and promote the coordinated development of urban and rural areas.
Broadband construction advances into remote areas
During the “Twelfth Five-Year Plan” period, in order to help Guangxi further narrow the digitization gap between urban and rural areas and improve the catalytic role of the Internet in the rural economy, the Guangxi ICT industry shifted the focus of poverty alleviation from solving telephone conversations in rural areas to solving broadband access in rural areas. The Twelfth Five-Year Plan, the goal of rural information and communications development, that is, at the end of 2010, the administrative village-wide broadband rate reached 78.6%, and through five years of struggle, it will achieve the target of adding 3,000 administrative villages to broadband across the region. At the end of 2015, the Internet rate of the administrative villages in the region was 100%, the broadband rate exceeded 99.2%, and the rate of “Broadband Villages” was 20.6% higher than at the end of 2010. The broadband penetration rate of the administrative villages in contiguous areas such as congested areas and border areas was significantly higher than that of the western region. Some well-established prefectural "broadband villages" have advanced and extended to natural villages. The comprehensive coverage of the information and communication infrastructure has stimulated the enthusiasm of farmers to reach out to the Internet. E-commerce and IPTV services have been widely used in rural households. The use of the Internet to realize the “one-stop production and sales” of agricultural products has become more and more popular. This is to promote economic development and improve farmers. Life provides strong support.
As of early 2016, there were still 123 administrative villages in Guangxi that did not have access to broadband. These administrative villages are located in the mountains, with remote locations, economic backwardness, harsh natural conditions, and difficult construction. In the face of serious input-output imbalances, financial pressures, and long difficulties in multiple lines, Guangxi Communications Administration organized the Guangxi ICT industry to make concerted efforts to ensure that the remaining 123 administrative villages have completed broadband access by the end of 2016. In order to achieve 100% broadband access in more than 14,000 administrative villages in Guangxi, by 2020, more than 20 natural villages will have access to broadband.
Urgent demand for broadband networks
The Guangxi Communications Administration Party Group has placed the communication industry out of poverty and included in the important agenda. It has carried out investigations and inspections at the grassroots level, conducted in-depth discussions on the optical cable construction site in the administrative village, and communicated with broadband users such as local enterprises and rural primary schools. "Village-Link" practical difficulties in the implementation of the project to understand the rural people's demand for broadband networks. Through thorough investigation and research at the grassroots level, we fully understand that there is an urgent need for broadband networks in both rural e-commerce and peasants' lives, entertainment, and education. The Guangxi Communications Authority has established a regular inspection and monthly notification work system to ensure that the construction progress is carried out in an orderly and timely manner. From November of last year to March of this year, the three major operating companies were organized to carry out large-scale surveys and inquiries into villages and households, conducting a new round of accurate identification of information and communication infrastructure, and conducting comparative analysis through large amounts of data. The construction of information and communication infrastructure for 14,000 administrative villages and 5,000 poor villages in the region has laid a good foundation for the realization of broadband access to the village. Guangxi Communications Administration issued a number of policies and measures to solidly push forward the industry's work to “get out of poverty”.
Introduced the implementation plan of the industry's precision poverty alleviation and made deployment. In November 2015, the Guangxi Communications Administration issued the Notice on Accelerating the Construction of the “Broadband Village Communication Project,” and clearly assigned the task of “strengthening poverty” to the three basic telecom operators. In addition, the region’s industrial work conference was convened, and according to the “eight-for-one batch” precision assistance of the autonomous region, and the full call for “ten actions to eliminate poverty”, the industry’s “peace alleviation” mission during the “13th Five-Year Plan” period was carried out. Fully deployed, calling on telecom operators to resolutely follow the spirit of the autonomous region on winning the thirteenth five-year plan to fight poverty and take the “broadband village pass” poverty alleviation as the greatest political responsibility, the largest livelihood project, and the greatest opportunity for development, closely following the situation. , Do not wait and wait, do not wait and see, act immediately and regard “building an internet bridge and actively promoting broadband network coverage” as an important task for the information and communication industry, with 5.38 million rural poor and 54 impoverished counties (including “Sunlight County”) and enjoyment. 5,000 poverty-stricken villages are the focus of the project, giving the industry the power to speed up the “Broadband Village Communications” project, implement the “Broadband Village Access” project assistance program accurately, and achieve balanced development of broadband network infrastructure in administrative villages in poor areas. Meet the needs of all parties.
Multi-channel support for funding, through the construction of demonstration areas "points to surface" to help promote rural information and communication infrastructure to enhance. For more than a year, the Guangxi Communications Administration has organized basic telecom operators and related municipal governments to participate in rural broadband application and network construction demonstration projects and telecommunications universal service pilot application, and actively applied for government support funds to build rural information and communication infrastructure demonstration projects. China Telecom Guangxi Corporation actively sought for a rural broadband demonstration project set up by the Ministry of Industry and Information Technology, with a total investment of 75.1 million yuan, including government support funds of 18 million yuan, to complete broadband in Beiliu, Guiping and Pingnan County counties and counties. The construction and network transformation will enable all 600 administrative villages in the demonstration area to achieve broadband access capability of 4M or more, rural broadband penetration rate will increase by 15%, and public service institutions such as primary and secondary schools and rural hospitals in the demonstration area will all achieve broadband coverage.
Continue to increase the breadth and depth of broadband network coverage. The level of broadband development in Guangxi is quite different from that of the whole country. The penetration rate of wired broadband in rural areas is only 75% of the national average. The penetration rate of mobile phones in Guangxi is 16% lower than the national average, and the access rate of broadband users is generally low. The proportion of 4M-rate broadband subscribers is 10 percentage points higher than the national average, but the percentage of broadband subscribers with speeds above 20M is 18 percentage points lower than the national average. To this end, the Guangxi Communications Authority requires operating companies to rely on existing networks to enhance network coverage capabilities, and to expand broadband work from administrative villages to qualified natural villages, and improve the coverage of wired networks and 3G/4G networks. On the other hand, it actively promotes the upgrading of existing networks, improves the broadband network access rate, and can meet the overall requirements for future speed-up projects. According to statistics, in the administrative villages that have already passed broadband, there are more than 4000 access rates lower than 12M. During the “Thirteenth Five-Year Plan” period, Guangxi Communications Administration Bureau will organize relevant municipal governments and telecom operators to actively apply for telecommunication universal service funds, and speed up and upgrade these administrative villages with access rates lower than 12M and distances from optical nodes of less than 20 kilometers. The total investment is over 760 million yuan, including plans to add 123 administrative villages to broadband in 2016, and upgrade and upgrade about 2,000 broadband administrative villages.
Improve rural communication
The first is to actively organize the application for telecommunication universal service pilots. In order to solve the problem of limited broadband development caused by the failure of market mechanisms in high-cost regions, the State Council's executive meeting decided to improve the compensation mechanism for broadband telecommunications services in rural and remote areas on October 14, 2015, through the establishment of central financial support funds, local support, and self- In preparation for part of the investment methods, the three parties will work together to jointly promote the construction of communication infrastructure in rural areas and narrow the “digital divide” between urban and rural areas. The Guangxi Communications Administration is actively organizing the municipal governments to do a good job in the application of the telecommunications universal service compensation fund in 2016. It follows the general principle of “central capital guidance, local coordination support, and enterprise-based promotion” to fully bring into play the enthusiasm of local governments and enterprises. Form the central, local and related enterprises to work together to promote the construction of broadband in rural areas. With the help of the central government, we will guide local governments to strengthen policies and financial support, and encourage basic telecommunications, radio and television enterprises and private capital to participate in rural broadband construction through fair bidding and other issues. Operation and maintenance improve rural communication.
The second is to continue to do a good job in co-construction and sharing of communications infrastructure. Co-construction and sharing is an effective means to reduce costs and increase profits. In the past year, the co-construction and sharing of Guangxi's information and communication infrastructure continued to maintain a good momentum of cooperation. The construction of more than 12,000 towers and infrastructure for the three basic telecommunications companies has resulted in a total of 7,700 co-construction and sharing methods. The total construction and sharing rate has reached 61.9%, which has greatly increased the utilization rate of communication facilities resources and reduced repetitive investments by nearly 2 billion yuan. . The Guangxi Communications Authority will continue to coordinate its efforts in co-constructing and sharing telecommunications infrastructure, supervise the normal settlement of rental fees between enterprises in 2016, and organize municipal cities to hold on-site promotion meetings to ensure that the 2016 telecommunications infrastructure co-building and sharing indicators all meet the assessment requirements.
The third is to effectively promote the special planning of Guangxi's information and communication infrastructure. The integration of telecommunication cables, computer rooms, base stations, towers, pipelines, and other communication infrastructure into urban planning is a basic requirement of the "Urban and Rural Planning Law" and "Telecommunication Regulations." It is the implementation of the "Broadband Guangxi" strategic action plan and the construction of the next-generation information and communication infrastructure. The important guarantee for facilities, comprehensive advancement of information construction, and promotion of information consumption is an objective need to improve urban and rural service functions and improve the quality of urbanization development. However, judging from the current situation, the planning of wireless communication base stations and broadband network facilities is not perfect, the problems of difficult site selection and difficult construction are more prominent, and “fiber to the home” still faces many difficulties, which restricts the rapid development of information and communication networks. The Guangxi Communications Authority will work with the urban and rural planning and housing and construction departments to carry out communications infrastructure planning and management according to new trends and new requirements, and to ensure the standardized construction and safe operation of urban and rural information and communication infrastructure.
Guangxi's information and communications industry will actively promote the next phase of precision assistance work, and will use the momentum of a decisive battle to win the new victory in the "13th Five-Year Plan" industry to "get out of poverty."
