Since the 1990s, many countries and regions in the world have successively lifted the restrictions on market access for telecommunication services and radio and television services, and opened up the market for Internet services, gradually promoting the technical functions of telecommunications networks, radio and television networks, and the Internet during the development process. It tends to be consistent, the business scope tends to be the same, network interconnection and interoperability, resource sharing, providing users with various services such as voice, data and broadcast television.

In order to adapt to the technological development trend and industrial development requirements, governments of various countries actively innovate and adjust the regulatory model, increase policy support and market liberalization, and continuously release market dynamism, and guide various market players to actively participate in and promote the development of triple play. Two of the most important changes to the “New Telecommunications Act” introduced by the United States in 1996 were the removal of restrictions on mutual prohibition of business between the telecommunication industry and the cable television industry and between long-distance and local telephone services, in order to maintain the potential of the telecommunications industry. Accessibility creates potential competitive pressures. In 2003, the United Kingdom introduced a new "Communication Law" that clearly stipulates the two-way access to traditional broadcasting and telecommunications. At the same time, the telecommunications industry has adopted competition and opening supervision methods, and the general authorization system for operating telecommunication services has imposed relatively strict access requirements for the broadcasting and television industry. For converged business forms, both broadcasting and television companies can operate.

Our government actively responds to the development trend of global triple play. On January 13, 2010, the State Council held an executive meeting and decided to accelerate the integration of the telecommunications network, radio and television networks, and the Internet. At the meeting, the timetable for the integration of the three networks was clarified, signifying that the Chinese government will promote the integration of the three networks into the work schedule.

  The summary of the effectiveness of the Tri-network integration pilot work

Since 2010, the Party Central Committee and the State Council have decided to accelerate the integration of China's triple play networks and have formulated the "overall plan" and "pilot program" to promote triple play. According to the deployment of the overall plan and pilot program, China's triple-network integration work is divided into two phases: pilot and promotion. The pilot phase focuses on promoting the two-way phased entry of broadcasting and telecommunication services. It selects qualified regions to conduct pilot projects and sets up a national cable television network company. The promotion stage is to summarize and promote the pilot experience and comprehensively promote the integration of the three networks as the focus.

  The results of the tri-network integration pilot project since 2010 have been summarized as follows:

1. Tri-network integration trials have been continuously expanded throughout the country.

On July 1, 2010, the General Office of the State Council officially announced the list of the first three regions (cities) for triple play, Beijing, Shanghai, Dalian, Harbin, Nanjing, Hangzhou, Xiamen, Qingdao, Wuhan, Changzhutan City Group. , Shenzhen, Mianyang, a total of 12 cities and regions.

Since 2013, China's triple play pilot project has expanded from the first batch of 12 cities (regions) to 54 cities (regions), including the municipalities (capital cities) and other eligible cities of the municipalities directly under the Central Government and provinces (regions).   2. Substantial progress has been made in the two-way access of the telecommunications industry and the broadcasting and TV industry.

In September 2012, the State Administration of Radio, Film and Television and the Ministry of Industry and Information Technology reached a consensus on the two-way open market access required by the Tri-Network Convergence Pilot Project and began to issue a two-way access business license for the triple play area, which will form a substantive boost to the two-way entry work. .

In 2012, the Ministry of Industry and Information Technology issued the approval for telecommunications business licenses for 12 radio and television enterprises including Beijing Gehua Cable TV Network Co., Ltd. and Dalian Tiantu Cable TV Network Co., Ltd. for the first batch of triple play pilot areas. From December 2014 to the present, the Ministry of Industry and Information Technology has issued approvals for telecommunications business licenses to 25 radio and television enterprises such as Tianjin Radio and TV Network Co., Ltd. and Hebei Broadcasting Information Network Group Co., Ltd. in the second batch of triple play pilot areas. The Ministry of Industry and Information Technology approved the approval of 33 broadcasting and TV companies (four different enterprises in the pilot area have appeared in the first and second batch of pilot enterprises simultaneously) to operate Internet access services and Internet data transmission value-added services provided by cable television networks. Three trials of triple play, including domestic IP telephony services. Except for the trial operations in the Tri-Network Convergence Pilot Area, the value-added telecommunications services that the Ministry of Industry and Information Technology is responsible for managing and the basic telecom services managed by value-added telecom services have already been opened to the radio and television companies. On the other hand, China Telecom, China Unicom, and China Mobile also obtained the "Information Network Communication Audio-visual Program License" and "Radio-TV Program Production License" issued by SARFT. China Telecom and China Unicom are allowed to develop Internet audio-video program services. For mobile phone television distribution services and IPTV transmission services, China Mobile obtained the first two services. Since December 2014, SARFT has increased the coverage of three basic telecommunication companies in the second batch of trials of triple play, and currently the coverage of Internet audiovisual program services and mobile TV distribution services of the three basic telecommunications companies has expanded to the whole country.

On April 17, 2014, China National Broadcasting Network Co., Ltd., a national cable television network company, was one of the main players in China's triple play pilot project. The company is a limited liability company with a registered capital of 4.5 billion yuan. As the main body of the market of China's cable TV network, it is conducive to the long-term development of the industry by participating in the triple play competition.

 3. The network information and cultural security monitoring system was gradually established.

In terms of integrated broadcast control platform and supervision platform construction, the central IPTV integrated broadcast control platform and the 12 pilot regional integrated broadcast control subplatforms have been connected and ready to interface with pilot telecommunications companies' IPTV transmission systems. The pilot regions actively promoted the construction of safety supervision platforms. The Ministry of Industry and Information Technology organized special forces to evaluate safety issues in the pilot programs. The network information and cultural safety monitoring system under the triple play gradually improved.

  4. The development of the triple play market has begun to take shape.

During the pilot work phase, the triple play business steadily progressed. As of July 2015, the total number of IPTV subscribers reached 39.937 million, ranking first in the world; as of June 2015, the mobile video subscribers were 354 million, which was an increase compared to the end of 2014. There were 41.54 million, an increase of 13.3%. Mobile phone video users accounted for 76.8% of the total, an increase of 4.6 percentage points from the end of 2014.

  The background of the introduction of the triple play promotion plan

The three-network integration promotion program is the implementation of the spirit of the State Council's executive meeting and pilot work to promote the two-phase promotion strategy. Since the launch of the Tri-Network Convergence Pilot Project, the state has issued a series of related guidelines to make major deployments of information technology to promote economic and social transformation and upgrading, and to foster the development of new and integrated industries. This "outreach program" was introduced in this context and is of great significance. Specifically:

  1. In the “Twelfth Five-Year Plan” national strategic emerging industries development plan, it is required to actively promote the construction of triple play networks, industrial development and policy support.

On July 9, 2012, the State Council issued the Notice on Printing and Distributing the "Twelfth Five-Year" National Strategic Emerging Industries Development Plan" (Guofa [2012] No. 28). The development plan proposes that “to fully implement radio and television digital transformation, actively promote the integration of the three networks”, “accelerate the research and development of digital home smart terminals and new consumer electronic products that meet the requirements of the triple play, and develop digital home multi-service application demonstrations. Services, covering and application in urban and rural areas and in various fields, “establishing and improving policies and mechanisms to promote triple play, deepening the reform of the telecommunication system, advancing the integration of cable television networks, and transforming operating institutions into enterprise restructuring, exploring and establishing adaptation in accordance with the principle of separate management. The regulatory framework for telecommunications and radio and television, the coordination and efficient operation mechanism required by the triple play, and the improvement of relevant laws and standards will promote the efficient and orderly implementation of triple play.

  2. In the "Broadband China" strategy and implementation plan, it is required to speed up the sound supervision system and comprehensively promote triple play.

On August 17, 2013, the State Council issued the Notice on Printing and Distributing the "Broadband China" Strategy and Implementation Plan (Guofa [2013] No. 31). The policy measures of the strategy clearly state that “a sound supervision system will be in place. The three networks will be fully integrated to accelerate the two-way entry of telecommunications and broadcasting and television services, establish and improve the network information security and cultural safety supervision mechanisms that meet the needs of triple play, and improve the supervision of broadband networks. System, strengthen supervision capacity building, and promote the supervision team to extend to the city."

  3. In promoting the expansion of domestic demand documents for information consumption, it is required to accelerate the development of infrastructure and technological innovation in the triple play network.

On August 14, 2013, the State Council issued the “Some Opinions on Promoting Information Consumption and Expanding Domestic Demand” (Guofa [2013 [32]), which puts forward that “comprehensively promote triple play. Accelerate the two-way entry of telecommunication and broadcasting services, On the basis of trials, it will be gradually promoted to the whole country, promote China Radio and Television Network Corporation to speed up the establishment, promote the co-construction and sharing of telecommunication network and radio and television network infrastructure, accelerate the construction of terrestrial digital television coverage network and the construction of high-definition interactive television network facilities, and accelerate broadcasting.   4. In promoting the development of cultural creativity and design services and related industry integration documents, it is required to fully promote the development of the triple-play digital content industry.

On March 14, 2014, the State Council issued the “Several Opinions on Promoting the Integration and Development of Cultural Creativity, Design Services, and Related Industries” (Gufa [2014] No. 10), proposing that “to fully promote triple play and promote the next generation of broadcast television The construction of service platforms such as the Internet and interactive Internet TV will promote the construction of smart communities and smart homes, and strengthen the interaction and cooperation between communication equipment manufacturing, network operations, integrated broadcast control and content service units."

  5. In the guidance on speed-up and fee-reduction, it is clearly stated that the scope of triple play will be extended to the whole country.

In May 2015, the General Office of the State Council issued the “Guiding Opinions on Accelerating the Construction of High Speed ​​Broadband Networks to Accelerate the Speed-up and Cost Reduction of the Network” (Guobanfa [2015] No. 41). The opinion put forward “fully promoting the 'three networks' integration” The scope of implementation will be extended to the whole country by the end of the year."

The “Extension Plan” is based on the overall plan of the integration of the three networks and comprehensively sums up the successful experience of the pilot and comprehensively considers the actual conditions of the current economic and social development. Including the next generation of broadcast and television broadband access networks, broadband network backbone nodes and data centers, to enhance the ability to clear network traffic. We will continue to implement the "Broadband China" project, accelerate the construction of optical fiber networks and the transformation of "light into copper", and increase the proportion of broadband in administrative villages. Compared with cable television networks, the construction of telecommunication broadband networks is relatively advanced. However, the document still requires the further acceleration of the construction of optical fiber networks, and it is clearly stated that in rural areas, it is necessary to increase the ratio of broadband access and optical fiber in administrative villages.

When the “outreach program” required the deployment of the next generation of broadcast television networks and the development of telecommunication broadband networks, it also mentioned the need to strengthen the construction of Internet backbone nodes and improve the ability to clear network traffic. The third is to strengthen network planning and co-construction and sharing. In terms of the business scope of the triple play business, the “outreach program” once again clarified the type of business that can be operated after the two-way entry of broadcasting and telecommunications companies. The two-way access of businesses means that basic telecom operators and cable companies provide various types of services such as communications and audio-visual programs based on the principle of simultaneous openness and reciprocity and based on converged IP networks. A special approval coordination group has been set up to carry out compliance reviews including guidance on corporate qualifications, technical solutions, and security safeguards, etc. In accordance with the relevant regulations of the State, the enterprise shall apply for business licenses in a compliant and orderly manner.
